the Secretary of for War to forward for the information of Lord Knutsford, the accompanying copy of a letter from the General Officer Commanding at Hong Kong,
on the subject, and to say
that if the understanding
therein mentioned
is not lost sight of, it will apparently meet the requirements of the defence.
